"I have spent my life telling younger officers that authority is a responsibility before it is a privilege," Isaiah said to Camille. "You can say it a thousand times and still discover what it means when the people with authority don't believe it." Camille sat beside him and turned a page of the report. "Then we don't let this end with a few people losing their jobs," she said. "We make sure they can't turn the same excuses into a new policy with nicer language."

Chief Shaw announced that Harlan's employment was being terminated following the disciplinary process. Rusk and Porter were also dismissed after the internal review sustained findings concerning their use of force and failures to report accurately. Price received a lengthy suspension and a finding of serious misconduct; after the administrative decision, he resigned rather than return to duty under conditions that would have required extensive retraining and reassignment. His cooperation was recorded as a relevant fact, not a cancellation of what he had done.

Harlan reacted to the decision with rage. He told his lawyer the department had betrayed him, called Shaw a coward, and accused Keene of taking sides with a military family. When the attorney pointed to the messages promising to bring patrol cars to humiliate Malik, Harlan replied that experienced officers understood that making an example of someone was sometimes necessary. His lawyer stared at him for a long moment, then asked whether he intended to repeat that sentence under oath.

The prosecutor announced charges after an independent review. Harlan faced allegations involving false official statements, abuse of authority, and his coordination of the detention, while the consulting payments prompted a separate financial inquiry. Cheryl was charged in connection with the knowingly misleading information she had supplied to obtain a coercive response, and her attorney immediately disputed the allegation that she had intended any unlawful outcome. Rusk and Porter's force was also referred for prosecution review, with the legal proceedings handled separately from the department's employment decisions.

Some residents celebrated the announcements; others insisted the city was sacrificing officers to avoid expensive litigation. Malik felt neither triumph nor surprise when he saw Harlan's photograph on the evening news. He remembered the sergeant's voice saying "Stop resisting" while hands held him flat against grass, and he realized there was no punishment that could make that sound vanish from his memory. What mattered was whether the truth had become harder to bury the next time somebody tried.

His physical recovery had been mostly uncomplicated. A specialist diagnosed a strained shoulder and soft-tissue injuries, prescribed physical therapy, and expected a good long-term outcome. The more difficult part was walking past three parked cars without checking whether one of them was a patrol vehicle, or hearing a siren and suddenly feeling his heartbeat climb. Malik had not been seriously injured by the standards of an emergency department, but he had learned that fear could remain long after the visible marks disappeared.
