"Captain, do not reach for your weapon," an agent warned.

Holt's hand moved toward his belt. Whether he intended to draw or merely thought instinctively of the authority he had always kept there, the movement was enough to trigger an immediate response. An agent caught his arm, and Holt shoved him away, shouting that nobody had the right to touch him. Two additional agents took hold of him and brought him under control against the side of a vehicle.

Angela gripped the porch railing. She recognized the intensity of the moment, the way one rash movement could make everything far worse. Marcus shifted as though to step forward, but she laid a hand on his sleeve. They had no role in the arrest, and the best thing they could do was remain where they had been instructed.

Holt continued resisting briefly, shouting accusations about betrayal and political interference. When the agents finally secured his hands behind his back, he looked up and saw Angela standing on her porch. The expression on his face was no longer the confident contempt she remembered. It was bewilderment, as though he had assumed the power to threaten people would protect him from being held to the same standards himself.

"You think this makes you important?" he called.

Angela considered everything she might have said. She could have reminded him of her bruised wrists, the broken door, Mrs. Carter's sleepless nights, and the people who had lost homes. She could have told him how frightened she had been when his officers pinned her to the road. Instead she answered in the calm voice he had tried so hard to break.

"No, Captain. It means the law still applies to you."

He looked away. Agents led him toward a waiting SUV, read him the required notices, and seated him inside. His badge and weapon were secured as evidence. The entire process took only minutes, but to the residents who had lived under months of threats, the sight seemed almost impossible.

Across town, other federal teams were executing warrants at the police department, Holt's residence, and addresses associated with the development companies. Officer Tyler Griggs was taken into custody near the precinct after initially refusing to surrender. Several officers cooperated immediately; others contacted attorneys before interviews. Investigators also searched offices associated with Phoenix Ventures under separate judicial authorization, looking for contracts, ledgers, and communications related to the property transactions.

Agent Torres returned to Brookside after confirming the first round of arrests had been completed safely. He told Marcus and Angela that the financial investigation had identified payments routed through companies associated with Holt's brother-in-law, and that investigators had obtained communications linking some of those payments to enforcement pressure. Charges had been filed alleging conspiracy, corruption, and civil rights offenses, although every defendant remained entitled to contest the case. Additional arrests were possible, but the agents would not speculate publicly.
