With Kim's approval, Marcus played a short verified portion from an authenticated working copy. Reigns's voice filled the conference room, unmistakable and close: "Five hundred dollars. Cash. Don't waste my time pretending you didn't hear." The next portion captured Marcus asking what would happen if he refused and Reigns describing a search, impoundment, and citations.

No one spoke after the audio stopped. Reigns stared at a point just beyond Marcus's shoulder, his throat moving as he swallowed. Voss looked toward the glass panel, then back to the speaker, searching for a procedural objection. The recording did not establish every other accusation, but it ended any claim that the five-hundred-dollar conversation had been invented from nothing.

"That lacks context," Voss said finally. "Maybe he was speaking sarcastically. You were already questioning his authority." Marcus looked at Reigns.

"You have previously described the demand as a joke. The recording will be assessed with all the other evidence. I'm not asking either of you to decide what it means tonight."

The restrained response seemed to trouble Voss more than anger would have. He had arrived prepared to argue that the new captain was emotional and vindictive. Instead, Marcus spoke in dates, records, and referrals to people outside the sergeant's influence. For the first time, Voss seemed to understand that the department's usual methods of minimizing complaints might no longer work.

Marcus gathered the papers. "The audit begins in full tomorrow. All relevant records are subject to preservation, and neither of you is authorized to contact complainants about the investigation or access the files outside approved channels." He looked from one man to the other. "There will be no hallway deals, no private resolutions, and no changes to reports after the fact."

Reigns stood abruptly. His chair scraped across the floor. "This is personal," he muttered. "You didn't like being stopped, so now you're using your rank to make an example of me."

Marcus closed the folder. "The first thing I did was give you an opportunity to conduct an ordinary lawful stop. Everything that followed was your choice."

Voss did not respond. He followed Reigns into the hallway, where the two walked several yards before stopping beside a closed stairwell door. Marcus could see them through the glass without hearing their words. Reigns gestured sharply with both hands, while Voss leaned close and spoke in a manner that made the younger officer fall silent.

What they discussed was not documented by Marcus, and he made no attempt to guess at the exact words. Later evidence would establish that the two men had been searching for a way to undermine the inquiry. At that moment, all Marcus knew was that they understood how much trouble the audit might reveal and had no intention of accepting the process quietly.
