Marcus received the call late that afternoon and returned to headquarters through the same public entrance he had used when his first shift began. This time, he was not wearing his credentials. He stopped at the desk like any visitor, signed in, and waited for an escort. Jennifer Torres looked up from her workstation, relief flashing across her face before she controlled it.

"Captain," she said softly, then caught herself. "Mr. Ellison. Detective Kim is expecting you upstairs."

Marcus offered her a small smile. "Captain is fine for now," he answered. "But I'm not going to make you guess which rules apply. Let's get the review finished first."

In conference room B, Kim and Morrison sat beside the forensic report. Kim explained the findings from the beginning, showing the authorized original access records and the altered copies used to support the accusation. Marcus asked several questions about the reliability of the evidence and whether the report identified the person who had made the changes. He seemed more interested in the limitations than in the vindication.

"The record points to Voss's account," Kim told him. "We still need to determine who had access and whether anyone else participated. But the allegation that you changed the complaint history is not supported. Your command privileges are being restored."

Marcus exhaled slowly. For nearly a day, he had been treated as someone who might have manipulated evidence to destroy officers he disliked. The experience would remain with him long after the administrative leave notice was withdrawn. He thought about how many of the motorists in the reopened complaints had never received a second examination this careful.

Morrison slid the credential case back across the table. "I owe you an apology," he said. "We had to respond to a serious accusation, but we should have been more cautious about accepting the version of the records that was presented. You've conducted yourself professionally through this."

Marcus picked up the case without opening it. "The process worked because someone insisted on checking the evidence. That's the standard I want for everyone, not just the captain."

Kim placed another folder on the table. "The county prosecutor has reviewed the initial recording and financial referral. Investigators are now examining possible extortion, evidence tampering, and unlawful compensation. We have statements from additional motorists that align with the known pattern. This is no longer solely an internal disciplinary matter."

Marcus turned toward Morrison. "Then the independent investigators should remain in charge of the criminal side. I am the complainant in the original stop. I don't want anyone later claiming I used my command to influence charging decisions."

Morrison nodded. "Agreed. You can direct staffing and preservation orders, but the evidence review and criminal case stay outside your personal control."
