The officer returning Serena's belongings discovered that her phone had not been entered correctly in the original property inventory. Nolan produced the supplemental record he had completed during intake, and the device was found in a storage locker where a different officer had placed it. The missing signature and inconsistent labels became part of the inquiry into how the department handled seized property. Serena checked that the device was intact but did not attempt to use it for the protected assignment until the appropriate technical personnel cleared it.

Her SUV remained at the gas station, where Wallace had refused to let an unauthorized search occur on his property after receiving confirmation from the county attorney. A federal representative arranged for it to be secured pending Serena's return, while the related paperwork was preserved. No one treated the vehicle as a prize to be claimed by whichever agency had arrived most recently. It was Serena's property, and she wanted it handled according to the law rather than somebody else's convenience.

Crowe was called into another meeting with the county attorney, the state investigator, and Harlon. By then the state investigative agency had begun a formal review of the sheriff's conduct, and the county's legal advisers were considering the available procedures for temporary removal from operational control. Crowe could not be fired by Brier, and everybody in the room understood that. But he could be referred for state disciplinary action, subjected to a judicial proceeding, and placed under immediate pressure to step aside while an independent inquiry began.

"You want me to hand over my badge because that woman has connections," Crowe said.

"No," the county attorney replied. "We want you to step aside because we have evidence suggesting you made an arrest without lawful cause, entered inaccurate information in an official report, and attempted a search without adequate justification. The federal issue adds urgency, but it is not the basis of your obligations to the public."

Crowe stared at the attorney as if the words were written in a language he had never learned. For years, he had been told that his broad discretion protected him from second-guessing, and he had turned that limited truth into a belief that his judgment could not be questioned at all. The attorney explained that the state could seek judicial intervention if Crowe refused to cooperate, and that the county's chief deputy was prepared to handle operations while the matter was reviewed. He offered Crowe an opportunity to voluntarily surrender his operational duties pending the hearing, without suggesting that voluntary action would settle any criminal question.

Crowe asked to consult his own attorney. That request was granted promptly, a courtesy he had been slow to extend to Serena. The irony did not escape Nolan when he heard about it later, but Serena would have wanted the request respected regardless of the irony. A system could not repair an abuse of rights by ignoring the rights of the person accused of committing it.
