Across from him sat Detective Harrison Cole of Internal Affairs, a meticulous investigator known for dismantling inconsistent stories with a few precise questions. An open manila folder rested in front of him, filled with dispatch logs and personnel records.

"Let me make sure I understand your account," Cole said. "You arrived, saw the suspect, decided she was uncooperative, and detained her for officer safety. Is that correct?"

Briggs rubbed his face.

"Yes. She was hostile. Throwing legal language around, trying to confuse the situation. I didn't know who she was. She was wearing sweats. She looked like a prowler."

"She was wearing athletic clothing, was unarmed, and offered you identification, which you refused to inspect," Cole said, turning a page. "According to Officer Evans's preliminary statement, when he suggested checking her ID, you told him to shut up."

"Evans is a rookie," Briggs said, anger flashing briefly. "He panicked. He's trying to save himself because he knows the DA wants somebody punished."

Cole looked up.

"This is bigger than departmental discipline, Thomas. The person you detained is the Deputy Mayor of Operations. There is video evidence of you dragging her across her own lawn in handcuffs."

Briggs swallowed.

"I can apologize. I'll make a public statement. I was doing my job."

Cole closed the folder and reached into his jacket. He set a small black body camera on the table.

Briggs stared at it.

"My camera was malfunctioning. I wrote it up last week. It didn't record."

"I know," Cole said. "Your logs show seven camera malfunctions in the last two years, several during use-of-force incidents."

Briggs folded his arms.

"Cheap equipment."

"Maybe. But Officer Evans's equipment was new and fully functional."

The color left Briggs's face.

"Evans was on the perimeter."

"After you sent him there. When you first approached Mrs. Mitchell, he was directly behind you. His camera captured the beginning of the encounter."

Cole picked up a remote and switched on the wall monitor. The screen filled with Evans's chest-camera footage.

"Hey! Put your hands where I can see them. Right now!" Briggs's recorded voice boomed through the speakers.

The real Briggs watched in mounting horror.

There was Valerie, calm, hands raised, explaining the broken key and offering identification. There was Briggs, aggressive and mocking, crowding her space. The footage showed him dismiss Evans's suggestion, twist Valerie's arm, close the handcuffs, and continue escalating even after the circumstances supported her explanation.

It also captured his language at the cruiser and his sneering response when she requested a phone call.
