He took one step toward Gloria, then stopped himself from reaching for her. She could see that he wanted to put an arm around her. She could also see him forcing himself into the measured posture of an officer addressing another officer. Later she would tell him that the choice hurt, even though she understood it.
"Tell me what specific, articulable facts justified detaining the driver of a legally parked minivan," Vincent said. "Then tell me why you threatened to search the vehicle after she refused consent."
"Sir, the vehicle matched a description."
"What description?"
"Dispatch had a report."
"What report number? What time? What offense?"
Hughes swallowed. "I can't remember the number offhand."
"You told dispatch you smelled marijuana," Vincent continued. "You know that odor alone does not authorize this search in Virginia. You know it. You have been trained on it."
Hughes said nothing. The handcuffs disappeared back into their holder with a small metallic click. Bennett shifted away from him and pulled his notebook from his pocket.
"I was trying to do my job," Hughes finally said.
"Then we need to examine what you believe your job requires."
Vincent turned to Bennett. "Make sure this encounter is fully documented. Preserve both body-camera recordings. Preserve the radio traffic. Take the names of independent witnesses, and do not discuss their statements with Officer Hughes. A supervisor other than me will handle the preliminary review. Understood?"
"Yes, Chief."
"I am an involved witness and a family member," Vincent said, plainly enough for the civilian cameras to record. "I will not direct the disciplinary investigation or make its factual findings."
