While we waited, a young resident named Daniel Ortiz approached me from the back of the room. He said he had moved into the complex only six months earlier and was considering volunteering for a board committee. After hearing the testimony, he wasn't sure whether he wanted to involve himself in the politics of the place. I understood the hesitation.

"If everybody who wants a fair process decides it's too unpleasant to help," I told him, "then the people who enjoy exercising power are the only ones left willing to do the job. You don't have to run for president. You could start by reading the rules and asking where the records are kept."

He smiled uncertainly. "You make that sound easy."

"It isn't. But it's less difficult than having to fix a problem after years of nobody asking questions."

The doors finally opened, and the four directors returned with Daniel Hsu. Richard sat down first. He looked exhausted, the careful composure he wore at ordinary meetings replaced by something more human. Susan arranged the board's notes, then waited until everybody was seated before speaking.

"The board has reviewed the evidence presented regarding the formal conduct notice issued to unit 214," she said. "We find that the notice does not establish the alleged threatening or harassing conduct under the provisions cited. The board has voted to withdraw the notice, correct the unit's enforcement record, and confirm in writing that no fine or adverse finding will result from it."

Emily's hand tightened around mine. I looked toward her and saw relief cross her face so quickly that she seemed almost surprised by it. She had held herself upright for weeks, measuring her words and reading every email as though it might contain another accusation. When Susan confirmed that the record would be corrected, a portion of that burden finally lifted.

There was a murmur through the room, but Susan raised her hand before anyone could applaud. "This is not the end of the board's review," she said. "The hearing also raised questions about how enforcement notices have been initiated, documented, and applied after disagreements between members and board representatives. We have voted to authorize an independent review of prior enforcement actions involving credible allegations of selective treatment."

Richard looked down at the table as she continued. The board would ask the management company to preserve relevant notices, communications, meeting records, and decisions for the period under review. Residents would be invited to submit dated, supported concerns through a designated channel rather than confronting individual board members or posting private accusations online. Where notices had been issued without adequate authority or evidence, the board would consider correction and any appropriate reversal of fines.

Then Susan turned toward Linda. "Pending that review, the board has voted to remove Ms. Carver from her officer designation and all responsibilities involving direct enforcement decisions. Those assignments are within the board's power to change. Her elected director seat is a separate matter governed by the association's bylaws. A member petition for a special recall vote has already been submitted, and the board will schedule that meeting under the applicable procedures."
