"You should write carefully," she told him. "You're creating a record that can be checked."

"I know how to write a report," he said.

"Then make sure it's accurate."

Sloan rubbed his forehead. He had wanted the problem to disappear behind a signed notice. Instead it was becoming a formal allegation involving the police, his own staff, and a group of high-profile event guests. He reached for his radio and asked the duty guard to clear the service corridor. His next instinct was to close the office door.

"Keep the door open, please," Vanessa said. "The men outside are witnesses."

"This is a security office, Ms. Cole."

"And we've already had one version of the facts change after the doors closed. I would prefer independent witnesses where possible."

Sloan's cheeks reddened. "You are not in charge here."

"I know. That's why I'm documenting who is."

Before he could answer, another voice came from the doorway. "Mr. Sloan, I understand you've requested assistance."

Lieutenant Rebecca Torres stepped inside wearing the dark blue uniform of the Grand Harbor Police Department. She had been supervising patrol operations across the mall district and had received conflicting radio messages from Harlan. The original dispatch had referred to a questionable purchase. His later update mentioned a handcuffed subject, military personnel, obstruction, and possible interference. None of those developments fit cleanly with a call from a jewelry store that had not reported a theft.

Torres paused just inside the door. She was forty-four, with dark hair pinned away from her face and an expression that made people choose their words more carefully. Her first glance went to Vanessa's wrists. The second went to the trespass notice on Sloan's desk. The third went to the line of men waiting in the corridor, hands visible, quiet and watchful.

"Officer Harlan," she said. "Tell me what happened. Begin with the reason you were dispatched."

Harlan straightened. "Lieutenant, we had a suspected credit card fraud. I located the subject and requested identification. She became belligerent and refused lawful instructions. I detained her while the investigation continued. Then approximately fifteen military personnel arrived and attempted to intimidate me."

Torres looked at the receipt beside the shopping bag. "Was the transaction fraudulent?"

"The investigation was ongoing."

"Is it fraudulent now?"

"The store later confirmed the payment."

"What time did you learn that?"

He hesitated. "I don't recall exactly."

Torres turned to Sloan. "What did mall security know and when did it know it?"

Sloan adopted the patient tone he used with difficult tenants. He carefully straightened the papers in front of him, as though order on the desk would make the situation more orderly.

"Lieutenant, we had reports of a suspicious transaction. Our people passed along the information available. The situation escalated because Ms. Cole insisted on challenging the officer, and a large group arrived. The purchase itself turned out to be valid. I have directed the participants to leave so our operations can continue."

"The participants include the fundraiser's invited speakers?"

Sloan glanced at the event schedule. "Unfortunately, yes."
