Six months after the arrests, response times had not collapsed. Officer safety indicators had not worsened. Complaints initially rose because more people trusted the process enough to file them, then stabilized. Sustained complaints also rose slightly. That was not evidence the department had become worse.

It was evidence the department had become more willing to admit when something went wrong. One afternoon, Marcus found Officer Torres waiting outside his office with a folder.

"What is it?"

"Complaint review sample."

"Why are you bringing it to me?"

"Because one of them is against me."

Marcus took the folder but did not open it.

"Then I definitely should not review it."

Torres smiled nervously. "I know. I just wanted you to know before somebody thinks I'm hiding it."

"Who is assigned?"

"Lieutenant Hayes sent it to another division."

"Good."

Torres hesitated.

"The complaint says I was rude during a noise call."

"Were you?"

"Probably."

"Then maybe you'll learn something."

She laughed despite herself.

"You really don't comfort people, do you?"

"Apparently not."

The complaint was later sustained in part. Torres received coaching, apologized to the resident, and continued working patrol. Marcus cited the case often in training because it demonstrated something officers needed to understand: accountability did not have to mean career destruction. Sometimes it meant correcting behavior before it became something worse. The contrast with Reigns mattered.

Reigns had been given years of signals. Complaints. Camera failures. Drivers challenging him. Supervisory attention that protected rather than corrected him.

Every time, the system taught him the wrong lesson. You can keep going. Until Marcus Ellison happened to be behind the wheel. That coincidence bothered Marcus for a long time. Not because he regretted exposing the scheme.

Because it should not have taken the new captain becoming a victim for the old victims to be believed.

One year after the traffic stop, Marcus drove Highland Avenue again before sunrise.
