Morrison closed the door. "Reigns has friends."
"Most officers do."
"That's not what I mean. He's been here twelve years. Voss has fifteen. They're part of the department's social structure, and people will see any aggressive response as an outsider cleaning house."
Marcus took off his jacket and hung it behind the door. "Then we don't respond aggressively. We respond accurately."
"City council hired you because they want visible change."
"They hired me to command a police department, not stage executions."
Morrison gave the smallest hint of a smile. "Good answer."
"Was that a test?"
"Everything this week is a test."
Morrison's tone became more serious. "There's something else you should know. Reigns has complaints." Marcus looked at him. "How many?"
"I don't know the exact number. More than average. Most were closed."
"By Internal Affairs?"
"Some never got that far. First-line supervisory review."
Marcus thought of Voss arriving at the roadside and accepting Reigns's story without one meaningful question.
"Who was the reviewing supervisor most often?"
Morrison looked toward the closed door before answering.
"Calvin Voss."
Marcus sat down. He did not feel surprised. That was worse. By 10:00 a.m., Lieutenant Hayes had arranged for a preliminary records pull limited to pattern analysis. Because Marcus was a complainant, the actual files were assigned to Professional Standards, but he could receive aggregate information relevant to staffing and risk.
Fourteen complaints against Reigns in twenty-four months. Twelve closed as unfounded or insufficient evidence. Nine involved disputed vehicle searches or towing. Seven included allegations that the body camera was unavailable, offline, obscured, or malfunctioning during the critical portion of the encounter. Voss had reviewed eleven of the fourteen.
Marcus read the summary twice.
"What is the department average for camera failure during citizen complaints?" he asked.
Hayes checked a spreadsheet. "About six percent of patrol-related complaints include missing or unusable footage."
"Reigns?"
"Half."
"Maintenance history?"
