Marcus looked at him. "Officer Reigns, until further notice you are relieved from street-contact duties and assigned to administrative status. You are not being declared guilty of anything. You are being separated from patrol while an allegation of serious misconduct is reviewed."

"You can't do that based on one angry driver."

"I am the driver."

"Exactly," Reigns snapped. "You're personally involved. You shouldn't be touching the investigation at all."

It was the first correct thing he had said since the stop. Marcus nodded. "Agreed. Which is why I am preserving evidence, not deciding the outcome. The actual investigation will be independent of my command review."

That answer deprived Reigns of the argument he had expected. His mouth tightened. Voss stepped forward more carefully. "Captain, before you make announcements that could damage morale, perhaps we should discuss the circumstances privately."

"We will. After the evidence is preserved."

Thompson returned with the materials. Marcus placed the recorder into the property envelope in full view of the duty desk, signed across the seal, and had Thompson countersign as receiving supervisor. Then he dictated a brief factual statement for the intake form without describing conclusions.

He identified himself as the complainant. He stated that Officer Derek Reigns had allegedly demanded five hundred dollars in cash during a traffic stop and threatened escalating enforcement if payment was refused. He noted that Sergeant Calvin Voss had responded and supported further detention and search without, in Marcus's view, a sufficient lawful basis. Nothing more.

"Send a copy of the intake to Internal Affairs and the city attorney," Marcus told Thompson. "The original stays secured."

Reigns looked around at the officers watching. His humiliation began turning into anger.

"This is a setup," he said loudly. "Everybody here should understand what this is. New captain comes into town, wants to make an example out of somebody, so he drives around in a fancy SUV before sunrise and waits for a patrol officer to stop him."

Several officers shifted uncomfortably. Reigns saw the uncertainty and pressed harder.

"He didn't identify himself. Why? If this was such a dangerous situation, why didn't he just show his badge? Because he wanted something to happen."

Marcus let him finish.

"Officer Reigns," he said, "you initiated the stop. You chose your words. You disabled your camera. You requested a supervisor. I did not ask you to do any of those things."

"My camera malfunctioned."

"Then the maintenance history will support you."

Reigns stopped. Voss stepped in before the silence became damaging. "Captain, Derek has had equipment problems. I can confirm that."

"Good. Then maintenance records will confirm you both."

Marcus turned back to Thompson. "Please arrange a complete function check of Officer Reigns's body camera by someone outside his normal supervisory chain. Do not reset it first." That was the moment Marcus saw real concern in Voss's face. It lasted less than a second.

"Sir," Voss said, "there are confidentiality issues with disciplinary material. We should be careful about making this a spectacle."

"I have no intention of making it a spectacle."

Marcus looked around the operations floor.

"Everybody else, return to duty. This department will not conduct investigations by rumor in a hallway. Officer Reigns is on administrative assignment pending review. Sergeant Voss remains on duty but will have no role in reviewing evidence connected to this incident. Those are temporary safeguards, not findings of guilt."
