Victoria straightened.

“Yes.”

Joel continued.

“I think we should address them.”

Victoria nodded.

“We are reviewing potential historical access rights.”

Michael raised one hand from the audience.

Victoria looked irritated.

“This is an association meeting.”

“I understand.”

“Mr. Miller is not a member.”

Michael smiled politely.

“Neither am I.”

“Then—”

Joel interrupted.

“Victoria, since the issue involves his property, letting him speak seems reasonable.”

Several residents murmured agreement.

Victoria’s expression tightened.

“Fine.”

Garrett remained seated.

Michael stood.

“My name is Michael Dean. I represent Garrett Miller concerning the ranch boundary.”

He placed a folder on the front table.

“We have brought the current recorded deed, historical parcel records, the subdivision plat, an updated licensed survey, and the county permit for the new ranch entrance.”

Victoria said, “We are aware of the survey.”

Michael nodded.

“Good.”

He opened the enlarged plat.

“The dirt road everyone is discussing begins here.”

He pointed.

“Continues entirely through the Miller parcel.”

Another point.

“And exits here.”

He looked at the board.

“There is no recorded HOA easement.”

Silence.

“No public road dedication.”

He turned a page.

“No subdivision access agreement.”
